I believe all the code points are there waiting to be used
They just don’t present as emoji (or any other character) yet
So if you know what you want you could build towards that
Some people are of the opinion that emoji were a frivolous addition to the Unicode standard. And then you have these folks, way, way over at the opposite end.
I can't say I'd advocate for such an emoji proposal, but I kinda love the attitude.

Anybody remember the name? I though that maybe it was boo/deboo but that's not self-extracting.
Edit, looking at lemon's comment, .exe would be a possibility too but I believe the program in question used .com

Almost! I think it may been netsend by the same author. It was mentioned in netrun's README so great clue!
The difference between the two is that netrun is intended for executables only, when you run the encoded file it executes the original executable in-place. The netsend produced file on the other hand just extracts the payload so works for any file.
