It already does that. That is the entire point of iocaine (developed by ~algernon), to route bots into a (cheap to generate compared to serving git repos) maze of garbage. The problem is there are now so many bots even serving the garbage is taking its server down.

Who is going to add a user graph to Yggdrasil?

You just add keys you trust and only allow traffic from them. And you get tools to visualize traffic per key/part of the graph, and you prune abusing keys.
