The Social Web Working Group was chartered from 2014-07-21 until 2018-01-31. I don’t know why it was closed. It was succeeded by something called the Social Web Incubator Community Group (which may also have been known as the Social Web Community Group?). Now SSWG has been reopened/rechartered. I don’t know anything else relevant.

(I was an Invited Expert in the first SocialWG.) W3C Working Groups' charter time is set at the start! You can see in the announcement email linked from this blog post that the WG lifespan has already been set. The original SocialWG got two extensions, which is pretty unusual.
W3C Working Groups are more heavyweight than a W3C Community Group. They also can publish Recommendation-track documents (ActivityPub and ActivityStreams 2.0 are both RECs), whereas CGs can only publish Notes.
