That's interesting news in light of the developer verification stuff.
Under the terms of Judge Donato’s original injunction, these stores will have access to the full catalog of Google Play apps by default.
I don't really understand the point. Are the third-party "app stores" just going to be alternative frontends for Google Play? What's the point of that?
With regard to the developer verification changes - will developers still need to be verified by Google themselves, even if their apps are distributed on alternative app stores? I'm kinda worried this change won't actually mean anything in practice :(
Maybe this is why Google is going to make sideloading more difficult: to put them in control of alternative stores like the future one from Epic Games.

Nitpicky, perhaps, but using Google's terminology helps to make it sound sketchy or risky. "Oh, you sideloaded an app. Sounds iffy."
