Free, native RISC-V (RV64GC) CI on GitHub

Hi, the title sounds a bit like marketing spam, but it's not. At least, I have no commercial ties to disclose. I posted because I think it's great news that RISC-V is getting easier to test against, and I'm impressed that an industry consortium (RISE) managed to deliver such focused, concrete value.
