jemalloc 5.4.0 release

I got a contribution to jemalloc which was pretty cool.

It was AI assisted but very very very challenging to diagnose and reproduce.

I wouldn't have root caused it without the assistance.

Very refreshing to see jemalloc showing up with new releases again!
