This appears to be another case of having to defend the rights of a least attractive practitioner of those rights :/
A/I do in fact vet their applicants, and some of those applicants are in fact violent terrorists (e.g. the group destroying power infrastructure in Europe). They're certainly not a common carrier (to use the US term; unsure if there's a similar concept in Europe).
But as Reason magazine puts it:
... Secretary of State Marco Rubio is attacking the group for running an online platform that the U.S. government can't spy on and for facilitating communications the U.S. government doesn't like.

Edit: to be clear, I believe they are due the opprobrium they receive; but not the terrorist designation.
