As far as the third law goes:

Humans must remain fully responsible and accountable for consequences arising from the use of AI systems.

a fully operational judicial system should be more than adequate to handle that if the punishment is severe enough. And in the case of self-driving cars, the manufacturer should also shoulder some of the blame.
