What is the context here? The way this is presented archive.org could not be more confusing.
Agreed, it's very difficult to follow. AFAIU, The request was to get a copy of the documents that the FCC received when it had to certify the PlugBug 120W device (a 4-ports USB charger).
FCC certifications on devices can often give information about its hardware. There's typically some amount of censoring but it can show details on some pieces, schematics, part numbers.
It looks like the request was granted ultimately because the company didn't provide a detailled reason to the FCC for not providing the documents under the FOIA. Therefore the consequences are probably limited: I have no doubts that Apple would provide a 2487-pages reason for every aspect in order to carpet bomb and swamp both the FCC and the requester. Still, it's nice to get that kind of information and it's a promising route nonetheless.
