Because all photos are signed with the same key, does this mean that platforms can also uniquely identity the device that was used to take the photo?
No, the post says this was a core requirement:
"Privacy preservation: an outside observer cannot determine whether any pair of reference images were taken by the same device. Image contents are not exposed to Apple or anyone else."
