I really think that the response should be to reply that they will comply, and make the back door available to any government that requests it, and note that there will be a single “technical mechanism” that works for any government, otherwise criminals will simply set up their phone in a different country.

Acknowledge that this would mean that any country could read all the data of people living in other countries, but they would only be permitted to use it in ways that comply with that country’s laws.
