I have been using cosmic as my full time DE since about a month after it was released, and I have had very few issues with it. the only big feature I'm missing is support for empty workspaces.

What do you mean by this? I have my COSMIC desktop start with nine workspaces, all of which are empty.
i mean, if i have three apps open in workspaces 1, 2 and 3, and i close the app in workspace 2, the workspace should stay empty, rather than the app in workspace 3 moving to workspace 2. xmonad used to do this and it let me have a workflow where several apps had their own fixed workspaces when i opened them, which in turn let me use muscle memory to switch to them.
I'm not sure what's going on there. What you describe is how it works for me with the 9 pinned workspaces. No windows ever move workspaces unless I move them.
I have been observing the same thing since initial release of cosmic, both on nixos and fedora. Coming from sway, I always had browsers on W2, terminal on W3. On cosmic, it seems impossible to launch a terminal on W1 and send it to W3 immediately. Are you using some kind of an extension / plugin / setting that's not obvious?
Regarding empty workspaces -- I believe you can pin workspaces to keep them active. Not quite i3 behavior, but usually close enough in practice. I normally use i3, but I tried out Cosmic for a bit after launch, and managed to get something very workable.
that doesn't do what i wanted :( i don't just want the workspace to stay around, i want to prevent windows in higher workspaces from moving into an empty workspace in the middle of the list.

I added this as a PR when it first launched. I have to say, there were other similar options and the settings code base was very straightforward so the code seems pretty nice.
It's great to have a full featured DE other than KDE and Gnome. It also interacts very well to augment Niri (cosmic-panel). A very nice addition to the ecosystem.
I tried COSMIC a while ago on Fedora, and was simultaneously impressed and underwhelmed. Impressed because they've done a good job at providing so much of what you need in a desktop environment in such a short time. Underwhelmed because their GUI toolkit is a little minimalist for me, and because a basic install of Niri with noctalia shell and some Gnome apps meets my needs so much better. May have to give it a try again for a little while.
