I see the many many many filings by fellow concerned citizens; but, I don't see where the notice or comment date was set? The last I can find is from 2025.
In fact, in the FIFTH FURTHER NOTICE OF PROPOSED RULEMAKING (October 28, 2025):
As this DRM encryption program has been deployed and stations have begun to encrypt 3.0 signals that previously aired without encryption, however, many viewers have been unable to watch certain 3.0 signals on equipment they purchased specifically for that purpose. This has led to thousands of consumer comments in this docket opposing the use of encryption on free OTA broadcast signals, many filed by early adopters of ATSC 3.0 technology even before the Commission’s most recent Public Notice. We acknowledge the widespread consumer frustration expressed in these filings. We seek to ensure the public’s ability to easily watch stations’ free OTA signals in ATSC 3.0 just as they do today. We also seek to provide regulatory certainty to equipment manufacturers (including those who incorporate decryption keys/capabilities in their devices) and ensure that broadcasters’ chosen encryption regime, if any, does not impose unreasonable costs and burdens on them, particularly if we decide to adopt a 3.0 tuner requirement.
I don't have much hope for the Trump FCC and expect them to reverse course when a big check comes rolling in. Also, these things move slowly, and the more we can gum it up, the better.
I mean, yes, sure; I agree! But where is the public notice of the comment dates for what you're asking we do?
I don't think they're actively considering it at the moment, however if they do bring it back again the comments left now will be on the docket.
