Some Moral and Technical Consequences of Automation (1960)

I think complexity itself is one of the most important factors here. Even if we understand how the individual parts work, once enough of them interact, the behaviour of the whole system can become very difficult to predict or control. And the more complex and faster the system becomes, the harder it is for humans to remain in the loop.
