Found this randomly and I think it looks quite promising. The link above is their web UI repo and they also have a userspace wg-based VPN [0] that does the actual network overlay.

Pangolin is dual licensed under the AGPL-3 and the Fossorial Commercial License.

Well, no. Reading the license it seems like they started out with AGPL3, and then regretted everything about it when they decided to relicense. So they have written a license that retroactively relicenses AGPL3ed code they wrote.

Sure, but there where no changes from external parties prior to the inclusion of the license. It's super bizarre.
