No, quite clearly not, since that uses six measurements and TFA only uses two.

In fact, TFA doesn't do any sizing at all, really. It merely converts between two circumferences and the corresponding bra size. Size designations are based on (a) the circumference of the band and (b) the difference between the band circumference and the over-cup circumference, the latter of which becomes the cup size when converted to a letter.

The reason I'm saying it doesn't do any sizing is that bra sizes are notoriously imprecise, and the method you reference, which uses many more measurements, is probably more useful than trying to blindly convert your circumferences to a size.
